Does anyone use a statistical edge

I define a statistical edge or methodology as a plan that was thought through and tested to a reasonable degree and defines any if / then variables completely and that plan bears reasonable proof that it has a positive expectancy . Of course , that plan is reviewed and refined only after the edge... Does anyone use a statistical edge
